Capital & Investment
Making investments bankable
There is rarely a shortage of bankable ideas at the utilities. What is scarce is the verifiable governance data that allows financiers to say yes – and that gap, not a lack of capital, is what usually stalls national investments.
What a financier is actually buying
A development or commercial bank, a climate fund and a state treasury ask different questions, but they all converge on the same core issue: does this project pipeline truly reflect the greatest risks where money should be used, and will we be able to see what our money changed?
A project list built solely on local assessment cannot answer that. Not because local expertise is lacking, but because assessments are not comparable – there is simply no way to know whether a "high risk" in one utility means the same thing in another.
Three properties that make a programme fundable
- Standardized: Every utility assessed against the same model & criteria, so severity means the same thing nationwide.
- Traceable: Every proposed investment links back to the specific risk that justifies it, and forward to the outcome it is expected to change.
- Verifiable: Compliance is backed by real data, not just words in a report.
Prioritization is the product. The project list is just how it is presented.
Why prioritization is the hard part
Any utility can produce a ranked project list. What financiers scrutinize is the logic behind it: does a pipe replacement rank above a catchment project because it addresses a higher risk, or simply because it was easier to plan? Programmes that cannot tell the difference end up funding whatever is "shovel-ready" instead of what actually matters.
A shared model doesn't replace local expertise. It makes the reasoning transparent, which is what investors need to see.
Before the first financier meeting
To pass an initial financier appraisal, utilities and ministries need four essentials in place:
- A full-chain risk assessment covering the entire supply system
- A prioritized action plan directly tied to those risks
- Realistic cost & time estimates for each action
- Compliance backed by data, not just statements and words
Scrambling to pull all this information together after a financier shows interest is possible – but having it ready from day one or in the first meeting is far faster and shows that you know what you are talking about. This data also unlocks larger and parallel programmes: you can pitch an entire portfolio to one or more complementary financiers, rather than just the handful of projects with paperwork in place.
Make your utilities attractive to financiers by having high-quality, up-to-date data available.
